TENDER NOTICE FOR PERMANENT MEMBERS ONLY
The Tender Committee, Darjeeling Gymkhana Club ltd., Darjeeling invites Tenderers from eligible companies/ firms for long term lease of land measuring more or less 40 poles and more fully described in the schedule below for a specific purpose of construction and management of a hotel/resort not less than a 3 star category as per Government of India norms and having at least 30 lettable rooms and to be constructed as per approved plan of Darjeeling Municipality, Darjeeling. The tender is to be submitted in two parts. Part 1 – Technical and financial bid. Part 2 – Commercial bid. Only commercial bids of those tenderes will be opened who have successfully qualified in the Technical and Financial bid. All other terms and conditions are given below in details.
Eligibility:
All Indian Companies and Firms (Partnership/Sole proprietorship) having a permanent member of the Darjeeling Gymkhana Club Ltd., as a Director/ Partner/Proprietor or share holders as the case may be before the date of this tender notice. The said member should have completed 5 years as a permanent member of the Club on or before the date of this notice.
Technical and Financial Bid:
The Technical and Financial bid should include the following.
1. Documentary evidence to show that the organization has successfully executed a single building
construction of at least 1 crore within the hill region of Darjeeling District in the last 5 years.
2. Documentary evidence to show that it has the required technical manpower to execute the project
successfully.
3. Documentary evidence of the organization to Show it is in the business of hospitality for the last
three years or having suitable tie-ups with organization who are in the business of hospitality and
managing at least 50 rooms.
4. Documentary evidence to Show that the nett worth of the organization is not less than 1 crore as
on 31/3/2009 and supported by a Chartered Accountants certificate to this effect along with the
Audited Accounts of the company for the last three years.
5. Documentary evidence to show that the company is financially sound, has not defaulted in
payments of loans to banks and can arrange funds to a tune of 2 crores through its internal
resources and external borrowings to undertake the project successfully. Banker’s certificate to
prove financial soundness will have to be provided.
Commercial Bid:
1. The commercial bid would have to state the lease rent the organization is willing to pay to the Club annually. The commercial bid should be on the letter head of the organization and the amount should be mentioned both in numbers and words clearly.
Time Frame:
1. The tender documents enclosed in a sealed envelope with the name of the organization and the permanent member representing the organization containing both the Technical and Financial bid in one part and commercial bid in the other part can be dropped in the designated box at the office of the Club during working hours from 9th March 2010. The tender would close at 5 p.m. on the 8th of April 2010. The technical and financial bid would then be scrutinized by the tender committee on the 12th of April 2010 from 11 a.m. to 2 p.m. and the commercial bids of the successful tenderers who have qualified in the Technical and Financial bid would be opened in their presence at 3 p.m. on the same day. Annual lease fee shall be fixed by the Club.
General terms and conditions for lease:
1. The opening of tender will be followed by LoI (letter of Intention) within one month then PFR (Pre Feasibility Report), DPR (Detail Project Report) shall also swing same time after a month then only MoU (Memorandum of Understanding) will be signed.
2. The successful bidder would have to execute a lease agreement with the club authorities and the same would have to be registered. A sample copy of the lease agreement is available at the club office and can be obtained during working hours on payment of Rs.500/- by way of cash or bank draft favoring Darjeeling Gymkhana Club ltd payable at Darjeeling.
3. A copy of the site plan can be obtained from the office of the club during working hours on payment of Rs.500/- by way of cash or bank draft favouring Darjeeling Gymkhana Club Ltd., payable at Darjeeling. The site can also be inspected during working hours by giving at least 24 hours intimation to the Assistant Secretary, Darjeeling Gymkhana Club Ltd.
Security Deposit and earnest money:
Each tenderer will have to deposit a non-refundable earnest money of Rs. 10,000/- (Rupees ten thousand only) in the form of a bank draft favouring Darjeeling Gymkhana Club and payable at Darjeeling along with the tender document. Tenders without the earnest money will be summarily rejected.
The successful tenderer will have to submit a security deposit of Rs. 5,00,000/- (Rupees five lakhs only) within 15 days of receiving intimation from the Club to the effect that he was the successful bidder. Non receipt of the same would render his tender as cancelled and the Committee would have the option of awarding the work to the second highest bidder or may cancel the entire process, at its discretion. The said security deposit would be interest free and would remain with the club till termination of the lease agreement or as specified in the lease agreement.

The Tender Committee reserves the right to reject or accept any tenders without assigning any reason whatsoever.
